Why before Genesis?
Because this moment cannot be recreated later.
Before Genesis:
Canonical History has not started.
There is no official SOLUM circulation.
There is no Active Territory.
There is no canonical Zip population.
There is no past to reconstruct.
The system exists.
The conditions are being prepared.
But the world has not begun its canonical History.

First-Hour Access
During the first 60 minutes after trading is enabled, BUY access is restricted to whitelisted wallets under the applicable Smart Contract rules.
After that protected first-hour window, general BUY access opens under the applicable rules.
That is why the pre-Genesis process matters.
There will only ever be one first hour.
The whitelist does not guarantee an acquisition.
It does not guarantee a price.
It does not guarantee Territory.
It does not guarantee future value.
It provides eligible wallets with access to the protected beginning under the applicable Smart Contract rules.

The initial MAX_TX is:

That is the maximum transaction size permitted by the initial rule.

History grows.
Later states begin carrying the consequences of earlier valid events.
